Regarding boys, I could just make it so that the students population is mostly girls because other schools around it are more attractive to for parents to enroll their sons in (larger selections of sports and better rated courses in male dominated fields or something). That sort of thing is already accounted for in the setting.
Setting
Story takes place slightly in the future on an alternate Earth. Declining population growth is a bigger issue in first world nations while various immigration crises play out across the world. Nakanotori is a large and heavily urbanized island in the Pacific Ocean between Japan and Hawaii. It's a city state/nation that shares most of it's culture and ethnicity with Japan but has a more ethnically diverse population due to basically being a major corporate haven. Due to mounting fertility issues among the population and resistance toward lowering the cost of citizenship, the government pounces on the controversial medical study into female fertility that suggests that panties might actually be a contributing cause to infertility.
Location – Jūjiro district of Hinansho city, capital of Nakanotori (like a more tropical version of Tokyo). It's on the outskirts of the city in what is considered the suburbs by Nakanotori standards.
School – West Jūjiro High School
West Jūjiro High School is a small school compared to the others in it's district who it has a strong rivalry with due to the fact that they fight over state funding. Schools in Nakanotori are various levels of privatized and West Jūjiro High School's small amount of students means that it very much needs government grants to be attractive to parents.
