Girls can plan around it, but when it comes down to it, if they're caught in the wrong attire there's not a lot they can do to defend against it, at least without constant inconvenience. They can try to push their clothes back down against the air but unless they're bunching up the slack and holding it taught there will always be an angle uncovered. And maybe they don't even have enough hands to cover it, if they're holding something else or grabbing another article like a large hat to keep it from blowing off. They can try to hold the cloth between their legs but that doesn't leave much to the imagination.
