Maybe because she was doing something stupid, like trying to steal or accidentally damaged someone's property because she was fooling around. So she ends up stuck with her head/arms locked in a pillory for a day.
She's a bit angry that she ended up there but she thinks it's fine because it's just a day and she can deal with it. Then some kids or someone comes around that she had previously bullied or been mean to, and they start stripping her. She's confused at first wondering what they're doing behind her exactly, then she realizes she's being stripped and is shocked and tries protesting and squirming but she can't stop them and soon they have her standing there naked. Content that they've had their revenge, they leave her standing there naked without her clothes, meanwhile the rest of the village people go about their day, people she knows from her everyday life, her neighbors, everyone, and they have a good laugh when they find her naked with some taunting her before going about their day, all while she turns red in embarrassment from the humiliation.
Or maybe even better, not stripped naked, but instead her dress is lifted over her head and her underwear is pulled off and put on her head, leaving her bottomless and perhaps even more humiliated.
