What happened is this girl was out on a leisurely walk wearing her sundress when she got caught in a freak windstorm. The wind is so strong it's pulled the dress all the way above her head with her arms unable to pull it down. It's also blowing her breasts up into her face. Her side-tie panties have come undone and she's squeezing them between her legs, trying to keep them from blowing away, but that won't last much longer. This situation could only be made better if it was a whole group of friends experiencing similar things but I'll settle with one.
I was so lucky to have this delivered to me by a kind drawfriend in the drawthread, so it's pretty much exactly what I'm describing but you don't have to be that exact.
