Since there's so little fat, the skin doesn't make a fold under the breast and mostly just follows the ribcage. There are still slight bumps that would be very difficult to communicate with stark inking like this so it's better to just kinda imply them. Consider the entire upper chest, including arms and shoulders (particularly the armpits), and even the stomach. Maybe make the nipples and the midsternal line a little more pronounced. Basically you'll probably want to emphasize every bit of anatomy that separates flat women from men.
The pink/purple areas I drew on the little figures there aren't really exactly where the fat would be or even the entire pectoralis major but more like roughly the areas and direction you might want to think of when you're drawing, well, actually breasts in general more or less, but flat ones in particular.
