If that Tifa cutscene was made last year, for example, then it'd be a lot more natural to argue that it's the correct depiction of her bust. But since it's been so long, it makes sense to chalk it up to CG oversight or the character designers regretting her portrayal in the cutscene. That second solution is a little iffy to me, mostly because even official artists vary their sizes a bit from time to time, not to mention outfit compression and the like. I think the generally best method of determining the largest is to consider a character's overall bustiness alongside their peak bustiness. It's a bit hasty to set a character's largest portrayal as their canon size in perpetuity, but so too is changing your outlook on their size every time a new official piece comes out. This *is* pretty arbitrary, but we're attempting to rank bust size (mostly) without official measurements so it's to be expected.
As far as Tifa's size goes, this image might help. It's the progression of official Tifa designs over the years. If you discount that cutscene appearance, then yeah, she's right up there with Aranea and Lulu. Though in this comparison, I'd still favor Aranea, because she wears tight and compressing armor while Lulu and Tifa wear pretty loose or flexible clothing.
