This does have some exceptions, as you can see on this page: in the first bubble I make the text larger because it's a bold statement and the text would be drowning in whitespace otherwise. And later on in the page, some bubbles are just too small to hold the text at full size, so I shrink them down a point or two to try and make them fit better.
But by and large, I keep the font size consistent if I can. I'm not the experienced typesetter who wrote that guide, but I imagine it makes for a smoother reading experience overall.
