In that story, the rules he writes makes it socially acceptable for him to do so while not affecting the way the girl feels about the situation. So in the context of the story he is doing nothing outside of the rules and therefore not doing anything wrong, but the girls still feel embarrassed and/or indignant about it.
Duduvar's route on "Custom Girls" (also in my top 5 smut stories) does something similar with the main characters mom where the Doll customization he chose for her allows him to dress (and undress) her in almost anyway he likes. His powers let him choose whether or not she is aware of her state of undress though, and he only does so a few times due to guilt about humiliating her. Those few times are amazing though, and even when she's supposed to be unaware she will still react to anything too extreme (which happens a lot).
