These Street Fighter girls are really hard to figure out. I've been poking around a bit and every time I think I've made a decision I find a new piece of info and change my mind. I've also been thinking about your comment on external factors. I think you're right about date and frequency, the more recent the art or render is the closer it is to how the designers/artists imagine the character currently. So it's more like bust size is a composite average of a characters biggest measurements with an extra emphasis on more recent official depictions.
Honestly at this point for Street Fighter I'm just going to wait and see if anyone else has input. To me it's between Chun-Li and Laura. R. Mika might be slightly bigger than them, but it's really close and the extra bit of meat on her makes the total percentage of her body that is breast less than the other two. It's the same reason that Honoka is the clear victor of the Dead or Alive girls, because not only is her bust bigger, even though it's close she pulls out ahead because she's so small. So even if Tina and her were the same size, Honoka wins because she's really short.
