You'd think people have never seen a horror movie in their lives, or at least not 80's horror where violence and tits went hand in hand. It's clearly not a super serious show, it's just trying to have fun between teens hitting zombies with bats and gratuitous boob jiggling.
I don't know why people expected Highschool of the Dead to be serious anyway, the manga is the same thing as the show in terms of fanservice.
