Catcalling and heckling is good and can add to it.
Any kind of mean-spiritedness that's violent sucks but mean-spirited humiliation is good, and it's even better if it's justified or if there's motivation behind it, i.e. a bully getting their comeuppance or they're jealous of a girl and want to humiliate her to bring her down a peg.
From the naked girl's perspective, she wants to get away and not be seen because it's embarrassing and humiliating primarily, secondarily because of downstream consequences like it hurts her reputation and she doesn't want to get teased about it or seen as a pervert or doesn't want it to become a thing that she's known for.
Anyone that sees her wants to prolong the moment for as long as possible because seeing someone naked is out of the ordinary and it's enjoyable seeing girls naked. This naturally creates opposing motivations where they want to see her, maybe take a video of her, all of which incidentally adds to her humiliation, while she wants to get away, cover herself, and not be seen.
IMO this is the most realistic scenario because everyone is acting on their own motivations and the people that see her are acting within reason of what most people would regard as socially acceptable. It doesn't require danger of random guys breaking the law and going out of their way to sexually assault a random girl just because she's naked and it doesn't mean everyone is a goody two-shoes samaritan that covers their eyes and helps her out.
