Like when the girl is arrested, her hands are cuffed behind her back and as she's walked to the police vehicle she can't do anything to cover herself to anyone around.
Then she could go through processing naked as well, standing around the station with anyone around as she does her fingerprinting, and mug shot.
I do agree having her life ruined and getting a jail sentence isn't hot, ideally they just making her stay in custody in a cell for a night before they release her.
I think it can work if she wasn't arrested for nudity (so the police aren't hypocritical by keeping her naked) but instead for some misunderstanding or small crime.
For instance, say she was trying on clothes at a store and tried walking out without paying for it so she's forced to give them back, leaving her naked, and she's marched through the mall completely naked to the police vehicle.
Or another example, say the police got a warrant for her neighbors house but accidentally went to her house while she's in a bath. So she hears them going through her home, wraps a towel around herself, and tries to stop them, so they arrest her for impeding an investigation. Her towel falls off and she's marched to the police vehicle naked in front of all her neighbors.
