I was recently reminded of an idea that would've been good to post in response to

Every once in a while, I see artwork that features these little wristbands with a tag on it. I haven't visited Japan, so I don't know exactly how it works, but from what I can tell, it's basically a locker key with a corresponding number on it.
I'm imagining this system used in a mixed bath, or even something bigger, like a clothing optional beach maybe. And then stealing that wristband from the girl and running off with it.
It could work in a same sex environment too, if one girl just wants to prank or bully another girl.
It goes from "Well everyone else is naked too, so it's not that embarrassing." to "All my clothes are in that locker, and now I can't get to them!"
It feels more believable that someone can swipe a wristband, rather than a whole swimsuit or something. It can even be done so stealthy that she doesn't even notice until returning to the locker room, leaving her no idea as to who even took it. Or maybe making her think she just lost it herself somehow.
And yeah, there's probably staff members with a master key, but even just having to go up to them, while naked is interesting. Plus, the thief has the actual key, so they could just take everything out of the locker, too.
Then when the staff opens an empty locker, it makes the naked girl look like they're playing a trick, or are just a pervert. Maybe the staff had spare clothes to give, but after seeing the empty locker, think she's just playing around and decide to not give her anything to wear.
Maybe they even kick her out the front door naked.
Or maybe they think she lost the key, and leave her naked as punishment, since they have to pay for a new key now.
