Reading the guide. What is "WebUI Extensions?" a web search says

I'm a geologist. Not a computer scientist. What are they talking about. I see the words HTML and Chrome. Is this for Chrome users only? I will cut my own dick off with a rusty saw before I use anything by Google. Or are these WebUI things for other programs too and Chrome is just what people commonly use?
