Well let me tell you how I go about it:
1) Use Heavily Morphed Sakura 8 from Daz3D as base.
2) auto-fit some asset store clothes that are skin tight and have no waving elements. If you know where to look you will never pay for a single store asset ever.
3) If you need good anime hair then... well... PMX Editor > delete all but hair > Export to Blender > Export as FBX with bones.
4) If you need cloth physics then I recommend draping simple shapes in Marvelous Designer, Perhaps one last piece of software that allow perpetual license purchase, updates cost money though, v7 or 8 is enough for you though.
4) If you need some animations then anything from UE4 or MMD can be retargeted as well if you have the know how.
5) If you need easy hair bones physics then I recommend Unity's Dynamic Bones
6) If you want Iray Rendering then Octane Renderer in Unity will work as well.
7) Same for particles if you're in that sort of thing.
