But I will tell you this I use forge. It would never occur me to inpaint a face without activating adetailer in the inpainting tab as well.
Why? Because if you inpaint a face in "whole image" mode face is gonna suck balls.
If you inpaint in "masked only" mode the inpainted faced will look better.
But still is usually just better to use "whole image" mode and activating after detailer.
Now, I know you are testing because people is telling you your inpainting is not working and that it should work as well as the afterdetailer.
Well, I don't think that's the case,
IF you inpaint a tiny person that is into the background to make it look better with inpainting "whole image" is always gonna look blurry as shit.
If you inpaint a hand is also gonna look blurry as shit, unless you use an adetailer for hands or use the "masked only" mode.
Trying to get the impainting do faces as detailed as adetailer is only I would ever try in "masked only" mode with lot of care for the prompt or it will draw tinny persons
I don't know where do you got the idea that if you inpaint the face it should be as good as after detailer and if not means your inpainting is working wrong.
Inpainting anything without afterdetailer will be always give """poor""" results since you inpaint to fix stuff or remove stuff. If you want the inpainting more detailed then you use it in "masked only" mode which is more tricky to use, now that gives more defined results.
If I want to remove an extra character should not be there inpaint in whole mode.
If I want to add a character in the background I want in there then inpaint masked mode only
If I inpaint a face whole mode I get blurry faces.
If I inpaint face masked only mode I get better faces
(I use adetailer not directly impaint faces I only tell you this to explain you how things work)
