He could change the content of a book in chapter 2, so he has the power to manipulate things in the real world, but they only ever talk about "memories" and not "evidence". He only deletes their memories to have both a reward and punishment for Satsuki to force her to fight the monsters, but he doesn't necessarily seem interested in protecting Satsuki's image. It can't be ruled out that someone snapped a few pictures that were never deleted because Marupi doesn't know/care about them.
