It's apparently against the law in Japan for images of human females, imagined or real, to show muscle definition. Breasts smaller than airships are seemingly illegal, too. Consequently, I've found it difficult locating depictions of "perfect bodies" amongst the anime/games/manga genre.
Difficult, yes; but not impossible. My "perfect body" winner is Cammy White. She's all muscle, all the time. No balloon boobs, no flat butt, no dagger-pointed chin for punching holes in condensed-milk tins; no shapeless legs nor skinny (and shapeless) arms, no lily-white skin from solarphobia: Cammy is built, all right!
She's probably a concession to those of us from the uncivilized Occident who think muscle definition is sexy, although the game designers take out their retribution by keeping Cammy restricted to a second echelon of ability so as not to upstage their precious Chun-Li.
Second place goes to Princess Menace of Amara, in spite of her adherence to the Japanese immense-breast formula. Menace's arms are slightly less skinny than the host of skinny-armed anime/games/manga females, many of whom are (laughingly) given the ability to wield such things as two-handed swords. Cammy looks like someone who could actually use medieval weapons, even though firearms have long since superseded such quaint artifacts.
