The other thing that might be a problem is, that you might be missing a Microsoft Visual C++ package or the DirectX is not up-to-date.
Maybe your AV is blocking the program.
I've checked the readme files about tso2pmx, but the only thing mentioned there is .NET Framework 3.5.1 which is included in the option that you have to enable.
And the other thing is the up-to-date DirectX.
Also, make sure, that your .NET Framework looks like this (see attachment).
After that I have no idea what might be the problem.
