The rule in question is about making requests, and not making them. Essentially, if you make a thread to share your "Girls with Ties" folder, that's fantastic, and /e/ is happy to have you. If you post a thread so we can fill your "Girls with Ties" folder, that's a request.
Luckily, there's a very simple way to get around it.
