What is posted in /e/ essentially amounts to barefoot girls and isn't so much "foot fetish" as a "foot kink" or even "foot fondness." In this sense, it's not much different than an interest in (or thread themed around) butts, boobs, legs, hair, etc. It's just that feet are not something people typically think of as being a body part that can be considered attractive. I've heard someone describe it as "they don't think of the girl as attractive from head to toe... just head to ankle."
Another aspect is that toes are expressive. Curled, splayed, turned inward... the posing of the feet and position of the toes can be subtle cues and part of the body language of the subject of a picture. So they are also a way to convey the mood of a picture. For example, in the attached pic, the posing of the right foot conveys just a bit of tension, piqued interest, or pensiveness that ties together the rest of the pose. It may also just be that it's nice to see the full body, feet included, used to convey a mood in a pose since - feet and hands being hard to draw - so many people just phone those in or pull a Liefield and cover them up.
Now, when you start getting into dirt, odor, or images that are essentially pictures of feet with some vague hint of the rest of the character in the background.. yeah, that's fetish territory and more appropriate for elsewhere.
