If I'm honest I've noticed it happening even on min settings like this for no reason whatsoever, only it's less frequent and I only play like this for grinding so it barely matters. Doing a quick check on the main menu with these min settings it hovers around high 50's but stable 60fps doesn't happen, at all. Notice the usage on the first core here for example. As of now that's my only reasoning for it.
