Most Japanese artists use SAI, or SAI with a combination of Photoshop. Western artists still mainly use Photoshop or Painter, but more have decided to switch to SAI.
Wacom Intuos tablets are generally the tablets of choice for professional artists, but anything by Wacom is good.
But these are just general art tips and not exclusive to ecchi. It's ridiculous to believe that all one needs to draw high-quality ecchi is a good program and tablet. To produce great ecchi art, it's more important for the artist to be skilled at drawing the female body.
I'm an artist myself and I use SAI and an Intuos tablet. I have also been drawing for around 12 years, so it does takes a lot of practice. Hope my tips helped, and here's something I drew for you guys.
