as for Tie breakers umm I would say break the tie based on which of the two actions had the high vote first. I.E if the 4th person to vote gives option A 5 votes but the 7th person to vote gives B 5 votes too A would still be the winner since it had 5 votes first. I think this encourages people to vote early and will help speed up the process, where as waiting well just delays stuff.
