Once she's in a towel, you can say you're taking her phone then put it on the sidewalk where anyone can take it and tell her she better go get it. Once she goes out, lock the door. So she's stuck outside in just a towel. One little tug is all it takes at that point.
Hiking might work as well, can sneak some bugs in her clothes to get her to maybe strip it off.
If you get a longish chain and can somehow convince her to run it through her clothes (can run it under your own clothes first and joke about it like after a long hike, the cold metal feels good, then offer her to try it, and help her run it down her clothes, joke about running it through her underwear), then loop it around and handcuff the chain to something solid like a tree trunk. That forces her to strip if she wants to go anywhere. So once you have her clothes cuffed like that, you can say you'll give her the handcuff keys if she catches you and then keep walking. The further you walk, the more she'll have to walk naked (unless she has a bra strap she can just undo, could be bottomless though).
All of this is a bit convoluted though so maybe it's best to keep things simple, suggest going to a soccer field or baseball diamond at night when you know nobody will be around, and dare her to streak it, then take her clothes. Heck it can work anywhere at night where people will be sparse.
If she's unwilling and if you're daring, you can approach it in a way that streaking a baseball diamond is something you want to do, like it's on your bucket list, but you don't want to do it alone so you want her to do it too. If you can outrun her, you can take her clothes and run off.
Also I know a pool is out of the questions but is a beach possible? Everything becomes easier with swimsuits and where they're already outside.
