Girl's levels take time. Lesson is fine for the one you're not using. Doing the last match from the yellow/main tab S-Rank FINAL cup (not event/daily) is really good for progressing gravure panels at least. Some JP psychos get girls to 50 really quickly somehow.
If you're short on FP drinks, I would focus on event.
