Your descriptions gives me an idea for a "modesty archetype," the socially conscious nudist. That being a woman who enjoys being naked but, fully aware of the potential consequences for doing so around others, limits herself to low risk settings and situations. Like her own home and remote locations where other people are unlikely to be. She covers up not out of embarrassment but out of recognition for social convention.
Another possibility for casual and public nudity is the innocent or airheaded woman who doesn't realize the implications of being naked around strangers and is largely oblivious to her own attractiveness.
