The AI's mind is like a spiderweb of knowledge, and by telling it do NOT do something you're moving the thoughts to that area of the web, so it can do something nearby instead. For instance even if you have "school uniform" in the negatives it could end up generating similar clothes it thinks doesn't count as a school uniform because maybe not everything was tagged that way in training but it's close enough that a human considers it a school uniform when genned.
