That pervert who filmed poor Cynthia getting her probe; he's a second cousin to Thomas Waldowski, who he's never met; Thomas was Jill's go-to guy at camp when setting up microphones or video feed was needed.
Crowds are faceless; individuals get a profile or they don't get to be in the story. Some are more detailed than others but they need a feel for their personality for continuity's sake.

I definitely could see how Akemi would like the pigtails to do her cutesy act to seem even more vulnerable; but we've only seen the 'bare' version of her. Sure, she can have pigtails on schooldays, it wasn't set in stone. I'll find her another pic.
You can also show pics of girls you would like to read about in the story; appearance-wise. We already have Korone from Hololive, Cure Melody (Lovey-Dovey), Leina from Queen's Blade (Knight of Round); among others. This is non-profit and only 50 people at most will ever read it. We can copyright infringe as much as we want. We could have Megumin, Erza, Raphtalia or even Tanya the Evil.
