This is a scene from some anime I saw as a kid. It's like most ENF anime where they get embarassed when they rip their clothes in front of their senpai. Gradually they start getting off to exposing themselves to the point of become a nuisance to the other characters. The main character was friends with a tentacle monster I think. Most episodes are don't have ENF but there is plenty of nudity sprinkled throughout the series. This anime was legit.
