It can only show you what's visible to the camera within the viewport, obfuscated by dithering and faded depending on the viewing angle.You have a point, but it's a little more elaborate than that. It can reflect things outside of the viewport too, at least the skybox.
So it can't reflect any objects behind the model, but it does reflect the skybox. My hypothesis about the vertices was wrong though, it just doesn't find any objects at all and goes straight to the skybox (even those parts of it that are out of the viewport).
