You're in the one place it's acceptable to be naked. While you might be stuck overnight, until people come or faculty come, but I'm sure that's a decision many women would make.
I like the bully aspect. You still have to think about it from a carrot and stick factor. Why is streaking in school, a potentially life ruining prospect (for a school girl), worth it?
A good level design aspect might be the bullies strip her, and also take photos. Throughout the school, in level format, they post a photo on a board or a wall, and you have to get there before class lets out. Maybe behind each photo is the location of the next, getting increasingly risky.
I also like the scenario when the school nurse takes a students clothes for whatever reason, but for whatever reason the nurse has to leave. Maybe a fire alarm?
