Almost every year past 2002 saw new additional laws being added on incrementally since incremental changes were the way to get it past the democrats instead of one huge change.

Unlike prior laws which act AFTER posting, ACTA can close your site BEFORE the posting of additional violations under its rule of preventing new violations once past violations have been detected.
