Locating Toy's old CD releases is difficult because of how long ago that was. For starters, he really only seemed to produce quality content around '97-2000. The internet at the time was fairly primitive by today's standards and if you wanted to find things like Toy's releases, you had to hope someone on some backwater IRC channel had it. This, of course, was highly unlikely, unless you spoke japanese or they grabbed it from someone who did. So, the likelihood that you'd be able to find such a download today is pretty much zero, if not outright so.
The only real chance to find that content would be to track down someone who has the physical discs. Again, Toy's main period of activity was over 10 years ago. Furthermore, his CDs would have most likely been sold only at Comiket, so it's not as if there's very many of them out there. Any that are are probably shoved into the very back corner of a very dark closet in the very cluttered and cramped apartment of a hardcore otaku. Unless they have an epiphany or something and decide to rip and release them somewhere, we're never gonna see them.
Now, that doesn't mean it's impossible that they might turn up some day. Someone 5 years ago posted to /e/ pages from a japanese CG magazine where he did a tutorial, along with a .psd of the last pic he did before disappearing for 4 years.
So yeah, you never know, but I really doubt we'll ever see his CD releases. Shit sucks, but there you go.
