So, real quick question, what is the line between /e/ and /h/?

I'm trying to sort out some folders so I can dump here and at /h/ more effectively, but I'm not sure when a picture crosses the line. I know a few obvious ones, dicks = /h/, and whatnot, but how far can /e/ go?
