Japanese porn is censored because there's a law that prevents obscenities from being published or something like that. It only applies to genitals though, and people really only pay lip service to it, as you can see by searching the pointless_censoring tag on a booru site.

I see no "no questions about subjects related to the board's content" rule. If you're whining because he's not posting porn, he's the only one who's posted a board-relevant image in this thread.
