If he forgot about the thread because of something, he would have come back to post more pictures, and he did.
If he didn't have any pictures to contribute and he just wanted to make a request thread, he wouldn't have had anymore pictures to post.
OP still posted more than the 6 picture minimum, he just didn't do so at what you define as a proper rate.
If the mods decided that it wasn't at the right speed, fine, but with the speed this board moves at, it was probably still on the front page, and when you saw this thread, there were already more than 6 images posted by OP, but the fact that you noticed he forgot to do it all at once seemed to have driven you to post a snarky little comment about how you reported him. So you get to have a thread with the proper amount of images by the time you viewed it and you get to report the guy and post a comment that at least you thought was witty to get the guy warned; win win for you I suppose.
