Doesn't need to be. People started using "healthy" because general animu girl is skinny enough that she doesn't look healthy. Hence, "healthy" first designated a slightly more realistic body shape than the norm. Since then, it's mutated into a buzzword as the threshold for the term expanded. Chubbiness being healthy or not isn't the issue, it's just the word being used. Can't really blame the term for sticking, but you can't blame the people taking it literally either, since it is misleading.
In the future, I would suggest using "Healthy+Chubby" as the subject instead, since that won't devolve into confusion over the term.
