As for the difference between the text in your previous post, asking for a thread is like saying "I want all of you guys to go and find one piece ecchi for my personal convenience". While making a "one piece general" is more like, let's all post a few of our best related images into this thread so we can enjoy each other's contributions as a community."
Just asking for stuff without contributing is perceived as selfish, so people won't post because they don't want to encourage that attitude. Posting a bunch of nice images for people to enjoy without asking for anything is freely giving and contributing to the board, which people like and will respond positively to.
It's the difference between having page one filled completely with one post threads saying 'hey, can you post 'x' for me plox?' and having the front page filled with on topic threads filled to the brim with hundreds of good ecchi pics in each. What would you prefer to see when you browse /e/? We want the latter, not the former, so we actively reject those kinds of threads and that kind of behavior.
