A triangle in vector graphics has information written in each of it's points on it's location according to each of it's axes, in 3d graphics, each point of the triangle has information on it's position according to 3 axes and each other so it can be rotated and moved in every possible direction in something we can call a space instead of a fat plane.
This render is definitely of a 3d model (a set of polygons - these triangles I mentioned above), which can be freely rotated and posed in a space defined by X axis, Z axis and - yes, you're right - Y axis!
Therefore, it's 3D, and no, it's not CG - Computer Generated, unfortunately. There is no computer that would generate a moderately accurate model of a person out of itself, this lady was modelled - created by some guy (well, maybe a girl, you never know lol)
