I'm here to tell you guys what's up.
So most of the time art is not really about realism but rather to express a point, so the red splotches are not a measure of realism but rather a way to express smoothness or bounciness.
I agree it is dumb and unrealistic but it makes the skin seem more tender and softer.

My guess is that they're doing it because a highlight places right on the base skin color of a light skinned character doesn't stand out much. The red makes it more visible. It might also be connected to the somewhat recent trend of running every single scene through a filter that makes everything look washed out and bright, like the bloom effect in video games.

I personally think it looks terrible.

Pretty much this. It's a form of supernormal stimulus; trying to make the skin look soft and clean and shiny by applying the "rosy-cheek" look everywhere else. Sorta like how Satoshi Urushihara's girls look like they've been put through the Shine-O Ball-O or Masamune Shirow's girls look like they've been coated in lube.
