Large breasts are better for a baby that's being breastfed, because they can store greater amounts of milk during times of scarcity so that even if the mother can't produce much more milk, there's still some left for the baby. Smaller breasted women must produce milk more often.
Wide hips are good for fertility because they make a woman less likely to die during childbirth. Our heads are fucking huge even as babies, in order to accommodate our large craniums, so the hips of course must be wider to accommodate a larger baby head passing through them. This is why human women have particularly wide hips compared to their waists but other primates really don't.
And of course, a small waist simply makes these two features look even more extreme by comparison. A small waist makes the curve that leads to the hips/bust even steeper, making them look larger even when they're not. Hence why corsets are found attractive even though they constrict a woman's assets more than showing them off.
