(1) is the original image.
I used two layers over the original to lighten it. First, I painted a solid color layer and duplicated it, with them both on top of the original image. The bottom of the two solid layers is just any desaturated value, black to white, it doesn't matter. I just used white (2), then set the blending mode to Color (3) to desaturate the hair. The top layer will need to be much darker (4), or you'll blow out the white, and set the blending mode here to Color Dodge (5). With the blending mode set, you can tweak the hue, saturation, or lightness on the Color Dodge layer to wherever you like. If you notice in (4), I have a bit of yellow in it, just to give a warmer tone to the final.
