H-anime still makes good money and back even in the mid-2000s was a decent size chunk of the adult market pie in Japan.
The problem is rather then adjust accordingly to the growing prevalence of the internet and downloading the Japanese kept doing the same old same old in terms of how they did business with hentai. And rather then adapt to the new environment just kept finding more and more ways to cut corners on animation and production.
If a company ever actually started to produce hentai again on a big budget and consumers saw consistently good material, I would bet you my bottom dollar that they would see a surge in sales.
People are still willing to spend money on hentai. You just have to show them that you are actually giving them a quality product.
