It would have been pre 2001, because that was when i saw it. I remember it looking a lot like ninja scroll, because that was also on the same channel that weekend. (Sci-fi channel in the UK used to play anime movies around midnight every weekend night)
It was feudal era themed, but had that japanese steampunk thing going on with mechanical horses and shit.
The scene i remember is a spunky ninja girl in a bar, and she's drinking and talking shit at this giant bad guy, huge pot bellied ogre type guy who has a massive sword bigger than a person.
She insults him somehow, and he swings his weapon at her, she dissapears in a flash, and her clothes are left in the air a moment after, and they get sliced in half by the sword, as well as the bar and the bartender behind her who gets split down the middle.
She lands behind him, naked, full frontal detailed nudity. And she does a sort of flip, tossing her little ninja knife and hitting him between the eyes, and he crashes down through a table.
That's pretty much what i remember. The girl wasn't the protagonist, but i don't really rememeber much about what he was like
