ezgif.com, since it allows me to upload video files under 100mb. I've already posted about the file requirements i adhere to- there's not much more to the process than uploading the video, choosing which section of the video you wish to make into a gif, and possibly resizing or cropping the gif depending on your needs. I would recommend making webms unless you want to post to Tumblr, like me.
