For example, her being the 'boss' for the kids can have one saying she's charismatic and persuasive, while the other could suggest she's immature and simple minded. Or her shameless behavior in the shower that can be either be due to over confidence or sexual obliviousness.
Either way, her actions stem from her personality, even when it depends upon your confirmation bias to define what kind of personality that is. there's not a single action she does in the manga the feels out of place. Hotaru's personality is apparent throughout the manga, and it is consistent and self consistent. I could literally imagine her leading her life regardless of wheter she is on or off screen.
But you know what? let's assume you remove every part that doesn't have her dealing with candy or the store. Even under these constraints, she is still cunning and very expressive. She's very stubborn, and while she can plan ahead she is incapable of delaying gratification, unless being forced to do so. And most importantly, she is true to her passions in, to the point of (possibly) memorizing every type of dagashi candy that exists in Japan and the story covering each one, even if it had her traveling to Morrocco and coming back empty handed.
My point is that no matter how much of a wasted potential she is, she still has personality - and lot's of it. Being shallow and being hollow are clearly not similar, and just because she's not the typical 3deep5u cynicist that deals with trauma and depression doesn't mean she lacks personality.
