'loli' in modern nomenclature is a range.
A cute little girl is a 'true loli'...as is physically prepubescent girls.
Past that you get the kind that are simply 'small' ' petite' or flat chested (like Megumin).
The first catagory is the kind you need worry about lewding. The later it is only natural to lewd.
Loli also does not mean 'child' 'minor' 'under 18' in anime and manga forms.
It seems Megumin gets some hard bias due to the other characters simply being 'too big'...and salt for winning the Kazuma bowl.She gets called a Loli in universe primarily to tease her... That and the anime really went too far in making her even less developed then she is supposed to be.
