I have two girls who are head-sized at a minimum, but one integrates it into her upbringing and personality, and the other is built like a fucking tank, so it doesn't break immersion. Neither one would be the same if that aspect were removed. Make your girls as big as you want, as long as you can articulate why they are the way they are.
If you really can't help yourself, just cheat and make a non-canon AU. My friends and I came up with a magical-girl spinoff universe so we had an excuse to allow our girls to be fun-sized without ruining the atmosphere of their original story.
