Okay so /w is a blue board, nipples through shirts and camel toe style is the max you can post there. Also that is anime specific.
You can KINDA get away with posting western artists IF they are done in a style that is distinctly anime/manga.

/wg is the NSFW board. you CAN post anime stuff there, but.. it has to be distinctly nsfw, or western. They get kinda bitchy when you post anime stuff in there, regardless.
Now /aco might be a good catch all board if you wanna do western art that is anime style, and pretty much you can go whole hog, with any sort of deviant art, so long as it's good and interesting.
If you make a wallpaper thread on any of the specific boards, just be sure to follow what works for that board.
I know posting can sometimes be frustrating, but keep at it if you have something good to share.
